Hud home and liabity for back taxes

I'm awaiting the results of bids that i submitted on some HUD homes. In speaking to the neighbors at one of the properties i was informed that the city had been after him for back taxes; if i was to purchase this property would i be liable for these taxes and/or any outstanding electricity/water bills?
