Advertising to Preforeclosures - Legal?

Hello,


(a bit of background)  I am very familiar with how the foreclosure process works and how to purchase at the county auctions.  The problem that I am having is that everyone else in my area is also very familiar.  All the good properties are getting bid up so high that they aren't worth the price anymore.  I am considering strictly targeting the foreclosure auction list and doing direct mail/calling/door knocking to the properties I like that will be going to auction prior to them going to auction.

My question is, 

Are there any legal restrictions of being able to advertise to preforeclosure properties in the state of Indiana?

This link talks about being a "foreclosure consultant"  http://www.in.gov/attorneygeneral/2804.htm.  I don't want to be a foreclosure consultant, I just want to purchase their house... :)  Is it all in the wording, or if I am looking to purchase that property, does that make me by definition a "foreclosure consultant"?  I thought I read for Maryland that if you are a foreclosure consultant that you couldn't purchase the property.  This makes me think a foreclosure consultant and an investor are two mutually exclusive things.  And if that is the case, I would hope that I wouldn't be restricted to advertising to preforeclosure properties.

Does it change if I send them something that just say's "we buy houses" vs. "facing foreclosure, we can help"?  (I wouldn't use those words specifically, but just illustrating that we are specifically calling out foreclosure)

Does the above question still apply if I am only marketing to preforeclosures?  

Is there a section on BP that people share their marketing materials? I haven't come across it yet, but I am new to BP so maybe I haven't found it yet.  I am not looking to borrow someone's exact marketing, but looking to see what people are sending to get ideas.  I am not trying to reinvent the wheel.
