Purchasing The Right Of Redemption On Foreclosed Property

I am interested in learning more about the process of buying foreclosure redemption rights, particularly in Oregon. And, I realize laws will vary from state to state where redemptions are allowed. This might be a dumb question, but generally speaking, does anyone know if redemption rights could be purchased from the homeowner in the pre-foreclosure process? Could this be done when foreclosure indicators such as a lis pendens or substitution of trustee have been filed with the county? I've searched the forum and haven't really found an answer. Thanks in advance!
