Owner in foreclosure but won't sell

Hi, I am trying to figure this one out. A nearby property is in foreclosure and twice was about to be auctioned off. I know the owner. I called a few months ago and he said it was in contract. Then, I see it up for auction again. I got aggressive and called, texted. Told him I was flexible and had cash. Then he was avoiding me last time I was by my property. The property is still in foreclosure. Maybe he doesn't want to deal with me but he should have sold by now if it was in contract and the property is still in foreclosure. Any thoughts on how to get him to respond?

Unfortunately I have seen this as a lender.  Owners get scared and start hoping/believing that something magical will occur to solve their problems.

Be nice and keep up your contact with them.

If you find a way to get their attention I'd love to hear it as well.
