HUD should I pay for home inspection?

I'm accepted for a HUD house. I've already calculated I need a new roof, foundation repairs, new HVAC, and updates to the house. Now I call home inspection and they want $500 for a report and I can't turn on the Plumbing or electric for this inspection. I'm wondering if I'm wasting my money or do you think it's worth it? I already know there are problems with foundation, but it would be nice to know plumbing and electric. I even called one guy and he told me I'm basically wasting my money if they can't check plumbing and electric. The electric appears to be on but the breaker has everything off except the sump pump...
