Find out if foreclosure proceedings began or completed

Hello, I have a property across the street from a current investment property that I own. It went up for sale about a year ago by a REO company but was taken down in 2 days based on the foreclosure paperwork not being in line. The property now has been shut down by the township and listed as uninhabitable etc. I can't seem to find any foreclosure records on public record or even something showing "pre-foreclosure" on RealtyTrac. I also searched through county sheriff sale records and am coming up short. The neighbor said previously that the owner told them she couldnt afford the house any longer so she just moved out. I am trying to track down whoever owns the property to purchase it.

Does anyone have any experience on other ways to find out if foreclosure proceedings have begun?
