Purchasing property on the Courthouse steps

I have been very interested in purchasing a property on the Courthouse steps (Missouri) for some time now. I have located properties and know when the sale is scheduled. I have even obtained funds to $100k with a partner once (I stopped bidding at $105k and was outbid at $106K). The same few people seem to attend almost every auction. I know I am on the right track when the same few people show up and bid on a property I have been watching. 

I guess I have a few questions.  

How can I find out if the properties are occupied without knocking on the door or peeking in the windows? 

Can I find out what the opening bid may be before it is posted on the Lawyer sites?

Can I still submit an offer to the Bank if they take the property back and no one bids on it?

What do I have to do after I am the winning bidder and cash is transferred to Bank?

How soon after I own property, can I refinance and pull my investment money out?

Any comments, concerns, recommendations in this matter would be appreciated.  Thank you all in advance.
