Money allocation in excess of bank's bid in a foreclosure auction

Does the owner of a property get the excess amount over the banks bid in a foreclosure auction?  When do they get it?  I'm helping someone who was foreclosed who cant afford to redeem but the winning bid was quite a bit more than what was owed
