Prior Loan Mod on a Pre-foreclosure

Has anyone successfully negotiated down a HUD 2nd mortgage? I'm talking with a seller who is two weeks away from foreclosure. The deal was looking good....until I found the loan modification from 2014, where HUD took a lien for $28K. This will likely be erased in the foreclosure sale. But if I can get it lowered significantly, it's a good buy before the sale. I have never dealt with HUD, so hoping someone here has!
