Fha loan help

hello BP, trying to find the answer to this... I have two home currently with va loans and house hacking one of them. I would like to use a fha loan 3.5 down for my third home. My lender told me I could not use it unless I have 25 percent equity in my current home or my place of employment is closer to the new home.. is this true and has the rules changed?
