usda forclosure

I'm  trying to get onto contact with the heirs of a usda forclosure. The owner is deceased. How can i purchase this property before final judgment of forclosure is put on this property? Can i purchase the note from usda? Do i contact the banks attorney?  I've tried all the addresses for the heirs and phone numbers listed. No luck so far.
