SBA disaster mortgage purchase

I paid taxes on relative's abandoned home for last seven years and did approximately $15000 in repairs. My son moved in approximately 2 and 1/2 years ago. We live in Louisiana and squatter's rights and adverse possession I'm not sure of, but SBA has never tried to evict or posted any foreclosure papers. How do I offer SBA a price? The house is frame 1400 square feet. Still needs new roof, A/C flooring, siding, new eaves, etc. Thanks for any help.
