Closing question

Just curious about closing a HUD home. My agent got back to me and told me to make out a check to the title company for the end amount. Is that normal that the closing check to be made out to the title company? Who is it normally made out to on a HUD home? Please advise, I got this feeling in my gut that something is odd here.
