Year-long preforeclusre

I'm interested in buying a house in a different city that's been in preforeclosure for almost a year. Does this indicate the owner still occupies the home? How can a home stay stuck in preforeclosure for so long?

Even stranger, I contacted two real estate agents listed as connected with the sale at Zillow. Nobody responded! Any advice on moving forward?
