When does the 3 months actually occur

ALl these banks Im finding out will only help the people losing their houses first before helping people who are up to date. So my question is that you have to be 3 months behind before forclosure begins. So say you miss 2 payments and after that just keep paying your normal payments. Are you considered just 2 months behind than and on the verge of forclosure or do they begin the forclosure process even if you cant make up the money on the 2 months you missed.
