Buying at the courthouse steps - HELP!

What is the process of buying properties at the courthouse steps in Orange County, CA? 

  •  Do you need to have the full amount of the purchase in cashiers checks or ?
  • Is it dependent upon the Trustee or is there a standard process? 
  • When you can't inspect the property due to tenants or something like that, what do you do to satisfy yourself for due diligence? 
  • When it says they do no guarantee clear title, do you do a preliminary title report or something to assure yourself there's no unknown liens? (though wouldn't any prior liens have been wiped out due to the foreclosure?) 
  • Help educate me please.
