Ohio property tax pre-foreclosure

I’m looking for someone who can provide info on what happens in Ohio when a property is foreclosed and sold at auction for nonpayment of property taxes.

Specifically, this is an estate situation where the heirs are not able to bring the back taxes current. My question is, if the property doesn’t bring enough at sheriff sale to cover the delinquency, what happens? Does it get billed to the estate/heirs? Does the shortfall get tacked on as a lien to future owners? Is it discharged?

I’ve spoken to the county auditor’s office and know for a fact that this home will be foreclosed 1Q 2016. Many promises of payment have been made by an heir, but not honored. Last tax payment was years ago.

Doubtful that there is a mortgage, because banks would have foreclosed years ago. But would anyone perform a title search at this point, to find this and info on other liens/encumbrances?

My goal is to cash out the heirs and purchase this home before it goes to auction, but I want to be able to provide them with an accurate picture of the events that are about to transpire. (i.e. if property goes to auction, they get nothing.) I also want to get it before it gets published. :) ARV is probably 85-95K. I'm hoping to keep all costs to 40K.
