HUD and 203K Eligible - Mobil Homes

I recently tried to purchase a HUD home that said it was 203K eligible and had a lender on it and everything! After further investigation, the lender was unable to provide a 203K loan. He said the property was not eligible. I'd had my appraisal, termite inspection and all repair estimates already done and ready! Now I can't get the loan and they won't give me back my earnest money. Anyone ever delt with this? I was wanting to resolve this without a lawyer if possible.
