How to value if a property listed in HUD is a good deal?

Hi group,

I found a HUD property, and pulled out the comps, looks like it is a good deal, However, what concerns me is that if it is a good deal why it has been sitting on HUD for over a year now and price reduced twice, I just started looking for deals and this came to me, I would like to hear you opinion. Thank you.
