CIVIL FORCLOSURE GOOD LEADS?

Hello

I found a list online of civil forclosures in my area, I was curious If these were good leads for wholesalers? Also, if a case was filed on January 1st, could the owners sell the property after the forclosure proccess has started? If so, how long would they have before the property is seized? Thank you in advance.
