Direct Mail to Delinquent Taxes

Sup BP,

My first post. I am located in the D.C. area, I found the delinquent tax list for two counties near me. I am starting a direct mail campaign and I had some questions regarding narrowing down the lists. According to past BP posts, it is best to market to out of state owners, taxes owed more than $1000, and more than a year old. When I narrow down my list to out of staters, it goes down to about only 20. How many should one mail out? I was thinking to mail to everyone who just lived out of county but still in the state. Brings total to 180.
