HUD homes how to wholesale these types of homes in CA

I have this lady that needs to sell her home ASAP...her mom has dimensia and it has a mortgage balance of $40,000. The roof needs to be repaired, mold has grown on it as well. The home is not in her name, but rather in her mother's name. What can I do to help her, I do not know the process to wholesale HUD homes?
