My experience:

Q:  Does Auction.com return your funds?

A:  Yes - the same day for me.

Q:  What if you decide not to bid?

A:   Call there 1-800 number and they will have your cash (if you pay by Debit Card) back in       your account in minutes.  It was 15 minutes for me.  

Q:   What if you bid?

A:   Call the 1-800 number and you will still get your cash back in your account on the same day (I used a Debit Card).

This is general information from my own experience while using the site.  I hope this helps others.
