Transfer Tax on FHA Deals?

We are buying a Fannie Mae property. Fannie Mae is apparently exempt from paying transfer tax. However, their corporate addendums state that the buy is to pay the transfer tax.

So here's my question:

Is the buyer going to have to pay both sides of the transfer tax or does Fannie Mae claim their exemption on their half and the buyer just pays their customary half?
