1st time buyer with a question - REO Offer help...

I'm completely new to this.

I'm looking at two REOs

One is from Ocwen Financial Corporation and is listed for $32,200.

The other is from CitiMortgage listed at $33,500. (was $34,900)

So basically I'm wondering how I can find out how long the banks have been holding these, and also if anyone here has a history of making an offer with either of these banks.

Is there a certain % they usually accept?
