Priority home buyer question

My question is does the priority home buyer timeline reset after a price change? There is a REO property that I had put an offer on about 2 months ago but they did not want to budge on price. Then yesterday I get an MLS update that the asking price was lowered to $100 under my prior offer! Seemed weird that they didn't just call my realtor and tell him they are ready to accept my offer. My realtor then resubmitted my offer for full asking price, they replied back that we must wait the 8 days to allow owner occupied first shot.
