Judical forclosure auction..

This was my first..is it unusual for the bank to bid more than what it seems the balance is on the courthouse steps.  I was the only one present and not prepared to register.  The description and information was read ...the auctioneer announced the bank bid and there being no other bids the auction was over.  According to records the mortgage was $115,000 in 2006.  The banks winning bid was $108,900, does this sound right...does it go differently if there are 1 or more bidders?
