Listing Agent vs. Buyers Agent; Which is better re: Hud Homes?

Good Afternoon, newbie question here. Is it better to have a buyers agent when making offers on properties listed on the hudhomestore or should you go with the listing agent? I hope my question is clear here..I'm unsure if I should be networking to find a realtor to submit Hud offers for me or if I am suppose to deal exclusively with the listing agent indicated on the property I am interested in. Is it a preference? My question comes up because I have emailed the listing agent for a particular property twice and I'm coming up short of a response. I realize I might be going about this process entirely wrong and I am honestly considering getting my RE license so I can submit multiple offers myself. Thoughts?
