Mortgage from municipal corporation (city)

I'm hoping that someone on this site will see my post and help me out with my dilemma. I want to buy a property from foreclosure sale in Sarasota county, FL. I know that there are 2nd liens that wiped out in foreclosure and there are 2nd liens that do not. But I'm particularly puzzled about 2nd mortgage/loan taken from municipal corporations (cities). On one hand it is from "mortgage corporation" (and should be wiped) on other it is City (government) that acting as that mortgage corporation and I know that government liens survive foreclosure in most cases if not all. I would appreciate if somebody can help me solve that puzzle. Thank you!
