How to buy preforclosure

Hi, i'm a newbie investor and just started reading BP, I like all the info. I have a question about buying a foreclosure. My neighbors house has been vacant for about three years and I just noticed it being recorded on a foreclosure site. the homeowner is upside down.The house is worth around 250k according to RealtyTrac i didn't do the comps myself. the equity is -84k. Is a short sale the only way to acquire this property. Thanks.
