county/city liens & violations that survive the Tax deed

Hey Guys!


please can someone can specify which public city/county/service liens do survive to a tax deed?

How often you can find an IRS lien in a property?


Does water, electicity are wipe out?
can you negociate the debts and violations or you have to pay it in full?

I you can cut the price, how do you do it?, where you have to go?
Can we contatc companies for that?
how far can i negociate 50%,70%,75%,99% less?
