Understanding HUD bid and Net to HUD

Submitted a 300k bid on a HUD home and they countered. My original bid included 10k for closing, 10k to the sellers agent, 10k to the buyers agent. After subtracting that, "net to HUD" amount was 270k, and it needed to be at a reserve/minimum of 290k to be accepted. This means I would need to submit a counter bid at 320k (20k higher than original) for the "net to HUD" to reach 290k. Assuming I put 0 down for simplicity's sake of this question, would my loan amount with the bank be at 290k (the net to HUD amount) or 320k (amount of the bid I am submitting to HUD)? The former would make sense, but want to be sure as my agent isn't sure.
