Tax Foreclosure Cash-out Refi

Considering making a purchase at a tax foreclosure auction. The redemption period ends just before the auction. I'm thinking of making repairs and then doing a cash out refi. I've found forums addressing cash-out refi's for Bank/REO auctions but not so much for tax foreclosures.

Any wrinkles I should be aware of specific to tax deed auctions that is different than a Bank/REO auction?
