??? about foreclosure auctions

I just saw a one million dollar Orange county Ca. foreclosure home zillow price history that said the home sold at auction for $14,102.00 Is that truly possible?? Can a home in Ca. sell for back taxes?? or ???? I've seen a few of these and I'm a little perplexed.

Is California a tax deed or tax lien state? If it sold for $14grand and its on the market for $1,000,000 then that sounds like a tax lien sale that some blessed soul found and won a gem on for a mere fraction of the value. Bananas? Yes! Impossible? Nope!
