HomePath Fannie Mae Inspection process.

I hate to say, as an experienced real estate broker, that I have not had a buyer do inspections on a FNMA house, during the winter, before.

Now I have an investor buyer under contract on a HomePath house after winterization. The buyer wishes to do inspections. However, the listing agent has not yet set up the de-winterization. She blames me for not having the utilities turned on. Worse, we are now past the 10 day inspection period from the agent dragging her feet. The HomePath/FannieMae addendum states nothing about utilities for inspections. The local realtor contract states that the seller is responsible.

Has anyone had the experience of inspections on a HomePath house after winterization that can share details of the process?
