How to buy these houses

BP what going on. Today I went driving for dollars in a neighborhood that I haven't drive in before. 7 of the houses I found had letters in the window stating property has been determined to be vacant plus it has been winterized bla bla bla.how can I go about getting these properties and has anyone encountered this same type of situation .Any and all help with this matter will be greatly appreciated. Thanks
