Seeking Foreclosure offer advice

Hi,

I am a newbie here hoping to purchase a property i found in foreclosure. After walking through with realtor, listing is very different from actual facts, (ie half sq footage listing says, much is unfinished even though listing says finished, etc..). No liens. I would be using a conventional mortgage with rehab loan. 

My question: can I offer less than the listing price? Will this ever work for foreclosures or is it not even worth the time/offer?
