HUD Balance & Offer

I have motivated seller who owns $175,000 on HUD House. Owner mentioned that if my offer will be lower then whats owed then HUD inspector will be coming out to determine condition of the house and see if they will be accepting this offer or now.

I am thinking to offer about $155,000 on the house. This is my first time dealing with HUD, so I wounder if that is the process indeed or its something that owner had made up? What is the likelihood that HUD will accept lower offer?

P.S. This is very HOT lead, so any input right now will be much beneficial.
