In need of advice on condemned and foresclosed properties!

Hello everyone, I have two single family homes I have been pursuing that have been condemned and I believe are going to be foreclosed on. The are in a nice suburban area of Pittsburgh. I am very familiar with the area and what a house can be sold for. I am also a contractor, so I know what exactly it will cost to fix. These two flip can realy generate some nice paychecks.

How do I go about putting an offer on them? They have been just sitting for years becoming more and more of eye-sores to the neighbors. I have asked the borough, and they could not tell me who owns the one.

Basically, if anyone had any insight on the topic, I'd greatly appreciate it.
