HOA Fees (but no filed lien)

I'm looking at bidding on a condo in foreclosure. There is a 1st lien (mortgage) which lender foreclosed on. The real estate taxes are current. There is a judgement lien on credit card debt but not property lien. The owner is behind in HOA fees/assessments but no lien filed. Does the sheriff sale eliminate the HOA fees for the purchaser of the property after the sheriff sale?
