Impact Fees - Direct Infrastructure Improvements?

My company is developing in a Master Planned community with a fortune 500 builder that owns about 90% of the project. Some roadside, water, landscape, and light improvements still need to be made for the project to be considered complete. Funding requirement is about 40 Million which I believe will be out of our pockets. 

Since impact fees will be collected, can they be directly allocated to those projects? Or, will the City decide to allocate those however they see fit?
