Commercial zoned property question and ideas please

I'm in need of some guidance in this area because I only own residential properties to this point of buying this small commercial property. Any insight and or ideas please share. The property is a small 750sf house that was converted to an office in the 1970 it is situated in a residential neighborhood. My idea was to convert back to a house

and use the back property for storage for my landscape business and camper. Etc. After speaking to my local planning and development I was told I can not use that house as a residential home unless I pay an outrageous fee to convert back to residential. I can basically do anything I want with this property zoning anywhere from a pet store to a car wash but need to create some cash flow and ways around this or ideas? Thank uou
