Assisted Living In a Commercially Zoned Building?

My brother and I are from Roseburg, OR. We are looking at a commercial building that includes 4 downstairs commercial spaces and 2 upstairs residential units. 3 of the 4 downstairs spaces are currently vacant. We are curious, can we turn the 3 down stairs units into Assisted living units or potentially one large assisted living space(there are doors adjoining all three units)?
