Commercial Building help needed. Please

Hello, Please don’t hammer me to bad for my lack of knowledge for what I am about to do. I have found a building on the main street of a small city population 19,000. The building is connected to another building. It is all brick and is attractive on the outside. The tax appraisal comes in at 45,000. I offered $25,000 cash and I am supposed to know if my offer is accepted tomorrow. The inside is gutted. All the wiring is there and plumbing for a restroom in the rear. Also you can see the ac vents running across the ceiling. My realtor I am using said he will get some estimates on commercial leasing per sq ft in the town tomorrow also. The other realtor said all the plumbing, wiring and heat and air are all in working condition. This brings me to my question. If I would like to lease this property, I was thinking of framing, putting up drywall, painting the walls white and adding carpet. I also was considering adding a drop ceiling so you don’t see all the HVAC duct work. Should I do this? Is there any thing else I should do. I was thinking about leasing the building as office space. A friend of mine told me to leave it like it as and try to lease it. Then who ever leases it let them do what they want to the inside. I have no experience with this but want to get into something commercial at a small price. I have done a few residential flips and have done very well but I don’t see enough that really catches my eye. Can any one offer me some tips? Thank You So Much,
