Can you get Phase 1 Environmental that have been done on neighbor

I am in contract on a commercial property that was a former manufacturing plant property. Its not the main property where it was but right beside it. The original property where the plant was had been purchased around 10 years ago and I was wondering if when they had a phase 1 environmental if it would be in public information. Any help would be appreciated.
