commercial closing protocol

I'm a residential realtor and single family home investor. I happen to be working with a apartment buyer who is buying a 30 unit apartment property.

Usually, I have my residential closer handle all my closings but she said it's customary to have [u]only one Title company handle both sides of a commercial transaction.

Is that typical of all states or only my state of Minnesota?

Also, who decides which title company to use and then who initiates this process? The listing agent or the selling agent?
