I have found existing parking is being repurposed. With Lyft and Uber, bike riding, etc. the parking ratio requirements have shrunk down in a lot of areas. This makes redevelopment of parking lot at the front of the road possible. In urban core areas as parking lots volume goes down those area can be looked at converting to possible retail or office spaces in constricted markets.
