Average Engineering Costs for New 8000sqft Commercial Shell

I'm building out a 8000sqft mixed retail/medical space. 

Curious as to average engineering costs for raw land to get to a graded buildable lot.  The site is 1.14 acres.  A preliminary site plan has been approved.  The services quoted are SWM, Sediment Control, Water/Sewer, Forest Conservation, SHA and associated permits.

Is there a general price per square foot that is reasonable?
