How to get CC&R (and an Owner) to allow Self Storage?

I am looking at an empty big box store in a shopping center to put climate controlled self storage in. Zoning allows it. It has a large enough sf that it should pencil out (napkin math says its at least worth doing numbers on). The only problem is one of the owners in the shopping center doesn't want it to be self storage and has said he wont change the CC&R to allow it. I took a look at the CC&R that the agent sent me and I don't see anywhere that it says no self storage. The only thing I could think applies is that it says no Warehouses (?) but allows for mercantile. I could see SS fitting that description with the sales of boxes, etc. But lets just say that SS is flat out not allowed. 

How would I go about trying to convince the other owner to change his mind? Has anyone been in a similar circumstance? I already have his contact info and plan to reach out but want to do it in a tactful manner and would like some advice on how to approach this? A little back ground he has a movie theater there in the shopping center and I have a feeling he thinks it will degrade the center? Maybe? no idea till I talk to him so its just a guess at this point. And this big box store has sat empty for over 3 years now btw.
