Oil containment systems for surface lots

hi

I am looking at a property that has had a long term tenent ( deisel automotive repair ) working on trucks in their unit as well as the surface lot. There is 1 catch basin on the surface lot for water control.   i suspect oil from the surface lot has been accumulating in this basin. What oil containment systems should my bank and i be looking for to make sure this oil is being properly controlled and not turning into an environmental problem.
